"I, along with my UK Conservative colleagues, elected to abstain on this report. We agree with the rapporteur that the Structural and Cohesion Funds can potentially play a role in developing a more integrated and interconnected energy network in Europe. We also agree that Europe’s regions should have flexibility to focus on the particular low-emission technologies which are best tailored to local resources and local needs. Nonetheless, we believe that the subject of this report goes somewhat beyond the competence of the Committee on Regional Development, and that its suggestions could lead to cohesion policy acting as an added subsidiary for environmentally harmful fossil fuels, and damage competition in the European energy market. Furthermore, we do not believe that Member States’ cohesion envelopes for the post-2013 period should be subject to pre-set quotas for low-carbon projects. For these reasons, my delegation decided to abstain."@en1
