"The report does not impose any substantial obligations on companies and employers as regards restructuring processes, nor does it seek to improve workers’ rights to information and consultation.
It considers workers to be a flexibility reserve who have to ‘adapt’ to any changing circumstances or new strategy of the company. Companies should strive to increase their ‘competitiveness’ by becoming ‘flexible firms’, also by promoting workers’ ‘internal and external mobility’.
Despite these shortcomings I voted in favour of the report because it puts pressure on the Commission to take legislative action on the information and consultation of workers, at which point these shortcomings can be addressed."@en1
