"Mr President, Albania has had a frequently unhappy history in recent years but it has also made progress more recently towards achieving a truly democratic and prosperous state, partly incentivised by the prospects of EU membership. I particularly welcome in the report the moves on legal, judicial and administrative reform, as well as efforts to amend the electoral code, crack down on trafficking and improve victim protection. At a political level it is vital that Albanian parties – who are known for bickering – cooperate in an atmosphere free of overt nationalism to reform national institutions, and particularly their parliament, and promote both a pluralistic media and the inviolable rights of self-expression and free assembly. We also welcome the Albanian Government’s constructive engagement with neighbouring Balkan states. As with other Balkan countries, the issue of minority rights is important. There are real concerns still about the Roma population and the rights of women and children, the disabled and LGBT people, but I do feel confident that with the EU’s assistance and encouragement, Albania can continue to make significant progress on all these fronts and eventually realise its European aspirations."@en1
