"Mr President, I welcome this opportunity to speak about the importance of a bold, comprehensive growth and competitiveness plan to bolster the EU’s internal market and stimulate EU growth. However, these measures must go hand in hand with tackling the chronic problem of unemployment facing our young people across Europe. In 2011, the youth unemployment rate for the EU overall was 22%, with two Member States having a rate above 40% and several exceeding 25%. In my own Member State, Ireland, youth unemployment has trebled since 2008. Recent figures show that in Europe last year 7.5 million people aged between 18 and 29 were not in employment, education or training. The negative, if not realist, view is that for these people their earnings will never catch up with those of their peers. Many face long-term unemployment, demoralisation and social problems. Some economists already talk of a lost generation. For real EU growth to happen it is imperative that every action is taken at every level to address this growing social and economic problem before the effects are irreversible for this generation and they become trapped in a vicious cycle. These are young, skilled workers and graduates who deserve an opportunity to participate and contribute to the economy, who deserve to have pride and respect in their work and who deserve commitment and leadership from us as policymakers. The European Youth Guarantee is a welcome initiative and one that has the potential to make a difference for the generations affected. However, it is an initiative which requires leadership and commitment from Member State leaders if it is to have any impact. Central to this is a robust budget that will ensure that all programmes and initiatives targeted at young people deliver real results and are not just tokenistic."@en1
