lpv:spoken text	"Mr President, the Israeli Government’s decision to expand the illegal settlements in the West Bank is a blatant retaliation against the Palestinian people after their recent success in the United Nations. This act of aggression, which continues that government’s disregard for international law, must be condemned at the highest level. In addition to this, the decision of the Israeli Government to withhold Palestinian tax revenues to the sum of USD 100 million only serves to disrupt the peace negotiations and endanger the fragile stability of the region. Any genuine solution to the crisis will only be born out of mutual respect. The EU’s relations with Israel must be conditional on its respect for international humanitarian law. Therefore I urge the Council and the Commission to freeze any upgrading in relations until the situation shows tangible improvements."@en1
