"Mr President, let me congratulate the Cyprus Presidency for managing these tricky negotiations over the 2013 budget. Nevertheless, the whole structure of the EU budget is based on a 1950s paradigm of food security and agricultural subsidy, which no longer makes sense.
One atrocious waste of money is keeping Strasbourg as a second European Parliament seat. Closing it would save approximately EUR 1.5 billion over the seven-year period. There is also the need to repatriate structural funds for richer countries and continue this source of funding for only the newer, poorer countries. Funds should instead be devoted to science and technology, research and development and large – mainly communications – infrastructure projects as part of an EU pro-growth agenda. It is also essential that the CAP is reformed and cuts are made to the central EUR 6 billion administrative budget of the EU. In particular, restraint must be applied to the large, low-tax salaries paid to fat eurocrats. The EU budget should have been frozen, and I deeply regret any increase in overall spending in real terms proposed for 2013."@en1
