"Mr President, I would also like to thank my colleague Mr Wojciechowski for his tireless and patient work in this area. I am going to focus on just one thing, and that relates to 2010 when the very first written declaration to go through this Parliament got its majority. That written declaration called upon this Parliament to ask the Commission to look at the particular case of horses being transported for slaughter. The appalling conditions suffered by horses in particular are well documented by NGOs, and indeed I met with the Commissioner’s predecessor to discuss this in detail. This is a shameful and wholly unnecessary trade in live animals, which are sometimes transported thousands of kilometres in searing heat to the salami factories of southern Italy. It is completely unnecessary.
As a result of this, an EFSA report was commissioned, and this report supports the proposal for reduced transit times and for improvements in conditions for horses specifically. So, Commissioner, I understand, of course, that you have recently taken over but I can assure you that scientific work has already been done. The work which you suggest has to be done for the eight-hour limit has already been done for equines. It is there, you already have it. I ask you to treat this as a priority, to show your willingness to listen to this Parliament and to scientific evidence, and to take this as a first step in a new, enlightened and animal-welfare-focused animal transport regulation regime."@en1
