"Mr President, I believe the draft budget 2013 and draft amending budget 2012 before us today is a sensible compromise that our Liberal Group can support. Three weeks ago, when the talks collapsed, there was very little on the table – some EUR 3 billion of fines, from the Council, and no agreement on the 2013 budget. Failure to reach a compromise would have been a very bad day for Europe and for the citizens, who rely on our funding for much-needed programmes. After negotiations and a tough, tough line from our negotiators – and I pay tribute to them all – we have EUR 6 billion on the table for 2012 and a more realistic 2013 budget with a 6.8% proposed increase reduced by over EUR 5 billion to a mere inflation increase, reflecting the difficult financial times we live in. Alongside that is this joint statement where the Council agrees to meet any shortfall in the coming financial year. The message from Parliament here today to the Council should be quite clear: we will hold you to that promise. You have made it; you must honour it in full when it comes to the amending budget for 2013. On that basis, I hope we can now vote through this compromise, and avoid the disastrous consequences of no deal and the threat that would have to many programmes which are vitally important to our constituents around Europe."@en1
