"This new Regulation would allow the European Maritime Safety Agency to monitor, prevent and tackle pollution caused by ships and from offshore oil and gas exploration and production activities. EMSA will provide pollution response action at the request of any Member State and it can assist those third countries sharing a sea basin with the EU. The point at issue here is that the agency’s powers will be broadened to new areas. It will be entitled to intervene, for example, to tackle pollution caused by offshore oil and gas installations and not just pollution caused by ships, as is the case now. The British Conservatives are concerned about any extension of the agency’s powers in the analysis of the safety of mobile offshore installations. It is also important for the UK to ensure that the extension of the agency’s marine pollution response capabilities to cover offshore installations is at the request of an affected state only, and that any explicit involvement in the analysis of the safety of these installations is limited."@en1
