"When the Lisbon Treaty came into force, it gave the EU full competence on investment policy. This should mean that all bilateral investment treaties (BIT) which Member States currently maintain with third countries will need to be transformed into EU investment treaties in order to be covered under EU law. However, the Commission has proposed several different possibilities depending on when the BIT came into force. This creates a dual system of on the one hand Member States’ BITs, on the other hand differently structured EU-wide investment treaties with third countries. I voted against the report as it does not promote transparency in the EU. In Wales we benefit greatly from agreements between the EU and third countries in trade and in many other areas. I want to ensure that these agreements are properly managed as stated in the Lisbon Treaty."@en1
