"Mr President, one of the important roles that we often underestimate in relation to FDI is the ability to spread wealth. It is not only a question of capital flowing from a company investing in a country; there is also the role of the goods and materials which are transferred as well as knowledge. These are very important factors which are quite often overlooked when we look at the role of foreign direct investment.
One of the things that we should also look at is actually this common policy, because some countries which are more free-trade-oriented than others say that one of their main criticisms of the common trade policy is that, quite often, we can only go as far or as fast as the most protectionist country will allow us to go when it comes to signing trade agreements. Let us hope, as we move towards this common investment policy, that those more protectionist and less open-looking countries do not hold back the more open trading countries and countries which want to invest worldwide. Let us make sure that this is not an excuse for protectionism on the part of those more protectionist countries."@en1
