"Cyber security is a serious global threat – both to the security and defence of our countries and to vital national infrastructure. This report gives its assessment of the current needs of EU Member States and, not surprisingly, promotes a greater EU role over and above the strong bilateral relationships that already exist on this issue. We are of course supportive of increased international cooperation to tackle this major threat. Much is being done nationally and through NATO. We see no need for the Council and Commission to draw up a White Paper on cyber defence for Europe (paragraph 7), nor can we support cyber security being made an ‘active capability of CSDP’ (paragraph 4). For these reasons, the ECR abstained in the final vote on this report."@en1
