"This report examines the current scope, and future potential, of two clauses of the Treaty of Lisbon – Article 42(7) TEU otherwise known as the ‘mutual assistance clause’, and Article 222 TFEU, or ‘mutual solidarity clause’. The first is a duplication of Article 5 of the NATO Treaty, creating an illusion that the EU has capabilities which it does not possess. This is misleadingly dangerous and we oppose it. However, the mutual solidarity clause does have some merit – for example if one Member State is overwhelmed by a natural disaster. It is essentially a civil mutual assistance contingency. Of course, such assistance would normally be provided on an urgent bilateral basis by neighbouring countries and there is no reason to set up yet more EU structures. For these reasons, the ECR abstained in the final vote on this report."@en1
