"Almost three years after the entry into force of the Treaty of Lisbon there are still no implementation arrangements for the ‘mutual defence clause’ (Article 42(7)) of the Treaty on European Union and the ‘solidarity clause’ (Article 222) of the Treaty on the Functioning of the European Union. This means that if any Member State were currently to ask for aid under the said provisions, the EU would be unable to implement them. I consider it essential that the Commission draw up a proposal on how these principles should be applied. I therefore voted in favour."@en1
