lpv:translated text	"The 18th United Nations Climate Change Conference (COP 18) to be held in Doha must build on the momentum achieved in Durban in order to ensure that a legally binding global agreement will be delivered by 2015. This agreement must be consistent with the principle of ‘common but differentiated responsibilities and respective capabilities’, but must recognise the need for all major emitters to adopt ambitious and sufficient targets and corresponding policy measures for the reduction of greenhouse gas emissions. The European Parliament welcomes the establishment of the Ad Hoc Working Group on the Durban Platform for Enhanced Action and notes that Decision 1/CP.17 requires this group, as a matter of urgency, to start work on the development of a document with legal force under the Convention, applicable to all of the Parties, and to complete that work as early as possible and no later than 2015. For those reasons, I voted in favour of the document."@en1
