"The EP resolution on the forthcoming Climate Change Conference in Doha (COP18) ‘stresses that the carry-over of assigned amount units (AAUs) to the second commitment period would undermine the integrity of the Kyoto Protocol’ and ‘points out that if Member States are allowed to transfer AAUs, the Kyoto Protocol will have no real effect on climate mitigation’.
A group of EPP Members from the Central and Eastern European countries find this position unacceptable as, with the ban on carrying over the AAUs, which are an important national asset, these countries will be deprived of a significant amount of resources to be invested in the green economy. It is not acceptable that the efforts by these countries to reduce CO
emissions under the current Kyoto Protocol are disregarded, as they have contributed to the average decrease in the EU27’s CO
emissions and have helped the EU to lead the way in combating climate change. In my view, this fact undermines the credibility of the EU to speak with one voice and therefore I voted against the resolution."@en1
