"− I voted in favour of the proposal for a regulation concerning the implementation of delegated acts for the common commercial policy. The proposal seeks to adapt a number of trade policy regulations to the new primary law provisions of the Treaty of Lisbon. It proposes aligning the regulations with Article 290, which is the first to introduce delegated acts in European law. Pursuant to Article 290, the legislator may delegate to the Commission the task of supplementing or amending certain non-essential parts of regulation acts. The delegation of powers may be revoked by the legislator at any time, and the legislator can then adopt a decision. Moreover, all of the decisions pursuant to a delegated act can be vetoed by the legislator. The Council or the European Parliament may thus oppose any proposed delegated act. The European Parliament’s proposal limits the delegation of powers to the Commission to a period of five years. The Commission must report on the delegation of powers at least nine months before the end of that period."@en1
