"In its proposal for a regulation on the Baltic salmon stock, the Commission delegates to the Member States powers to regulate certain areas which are regarded as falling within the exclusive competence of the Union (conservation of marine resources).
In so doing the Commission gives its support for regionalisation and decentralisation of management in the area of EU fisheries policy. It retains, nevertheless, the right to intervene should a Member State not comply with the requirements laid down in the regulation, which are designed to lead to the re-establishment of the Baltic salmon stock.
Delegated acts should be considered a positive element in the unification of the CFP, which, in the context of this regulation, enables the Commission to improve controls and delegate powers to the relevant Member States more effectively."@en1
