"Mr President, any EU Member State can be stricken by a natural or man-made disaster, or even be a victim of aggression such as a terrorist attack. We must be able to react fast to such instances and provide support to a fellow Member State. This is why Member States and the European Union must develop a policy for the prevention of and response to all major security threats identified. Better safe than sorry.
Creating a voluntary pool of pre-committed civil protection assets would, for example, much improve EU readiness. Another crucial issue is to find a proper balance that would allow for a quick response, involvement of all EU institutions, and enforcement of the principle of accountability for the decisions taken.
