It is the first report to enshrine the concept of, and interpret, the new Treaty of Lisbon clauses: the mutual defence and solidarity clauses. One of the key aspects is the capacity to develop a Common Security and Defence Policy, even though there is no clear will to implement it as yet. In respect of Article 32 of the Treaty on the mutual defence clause, the report rightly calls for the creation of a permanent EU Operational Headquarters to ensure greater consistency in applying this clause.
