"Mr President, since 2003 the EU has launched 19 civilian missions and seven military operations. We have the potential to bring positive changes in troubled regions. In the Western Balkans our engagement contributed to peace and security. Today’s Western Balkans still face serious challenges related to the rule of law, the protection of minorities and the fight against organised crime and corruption. The EU must be able to respond to these challenges and to the geopolitical changes taking place on the international scene. This is why we must reassess our security strategy, be more autonomous and show greater unity. More independence does not mean that existing alliances will be put aside. On the contrary, strong transatlantic relations will be further reinforced. The time has come for an ambitious Common Security and Defence Policy with the appropriate means."@en1
