"Madam President, in general, we can say that the European Union has spent the money at its disposal, some EUR 129 billion, better than in the previous year. Although the Council and Parliament decide jointly on the annual budget, it is primarily the Commission that has to ensure that the money is used properly and, let us be honest, there is room for improvement there. The 2011 report shows that we are moving in the right direction but the error rate is high, as we have discussed. Indeed, in the area of research and development expenditure the error rate is on the rise, but it is very significant under the agricultural and cohesion headings, which make up 80 % of expenditures. Inaccuracy is on the increase in other areas too, and there are also inappropriate payments. Responsibility for this is shared of course between the Commission and the Member States, but it shows that the problem is systemic. The Commission mechanisms are only partially effective and, sadly, these resources are increasingly failing to reach their intended targets, or could not be used effectively. I agree with the Commissioner that we need added value and simplification. The task ahead is clear: with an increasing deficit paired with reduced resources we need to reform our system in this way and monitoring will be much more effective."@en1
