"Madam President, Commissioner, members of the Court of Auditors, ladies and gentlemen, the book in front of us does not present a pretty picture. For the eighteenth time in a row it has not been possible to give a statement of assurance and the margin of error has increased again, albeit slightly, to 3.9 %. The Court of Auditors found errors in a great many policy areas: agriculture, rural development, fisheries, research, health, regional policy, energy, transport. That is no trivial matter. Every one of these policy areas are under the joint management of the Commission and the Member States. Mr Šemeta stressed it once again in his speech. He reiterated the figures from the Court of Auditor’s report: 60 % errors in the Regional Fund, 76 % errors in the Social Fund. The Member States should have taken action on this. They knew it but they did not do it. I therefore ask the Court of Auditors: would it not be useful to be clearer in your report on which Member States are at fault? Which are doing it right and which are doing badly? That would be useful for our exercise with rapporteur Geier, because we could then tackle the poor performers more forcefully, give better guidance and get them to face up to their responsibilities. Then we might be able to avoid much of the criticism. I have one final point: I think that we also need to pay far more attention to our own resources, particularly VAT. VAT fraud is estimated at around EUR 100 billion. That is not a trivial matter, certainly in times of crisis. When everyone is having to make savings, I think it is extremely important that, in the fight against fraud, we focus more intensely on combating the criminal organisations that make off with vast amounts of our taxes."@en1
