"Mr President, when I was elected as an MEP three years ago, I had very little knowledge of the common fisheries policy or of the problems affecting the fishing industry. Now, however, thanks to the benefit of research and attending meetings – and listening to the debates – I have a far better understanding of it. I must say that tonight’s discussion has been the most positive and optimistic of those I have attended regarding fisheries. I am particularly delighted with the emphasis being put on the need to preserve coastal communities and small-scale fisheries, to maintain stocks and ecosystems, to base our decisions on up-to-date scientific advice and to end the despicable practice of discards. The Commissioner has made the point – which is true – that you cannot monitor all fishing vessels but, given that most of the damage is being done by large-scale vessels, would she not consider making resources available to monitor those vessels, because finning, mincing and flag hopping are all part and parcel of what many of the large-scale vessels do? Would she also consider introducing more draconian measures which would act as a deterrent as well?"@en1
