"Mr President, I wanted to say that I agree with the points made in the reports presented to us at the beginning of this debate, but I would also like to point out that Europe is failing to make sufficient progress with its Common Security and Defence Policy. There are two fundamental reasons for this unwelcome situation. Firstly, there is still unwillingness among a group of Member States to participate in this joint European venture in the field of security and defence. These countries believe that Europe can make do with just NATO. In my opinion, they are wrong. The second reason is the lack of satisfactory results with regard to the creation of joint capabilities. I am referring here chiefly to the potential in the aviation sector, to air-to-air refuelling and to the need for pilotless aircraft. In this respect, it is a case of too many words and not enough action."@en1
