In my opinion, one of the main factors contributing to the success of enlargement policy is the effectiveness of the Instrument for Pre-Accession. Like the rapporteur, I welcome the Commission’s proposals for the future structure of the IPA, in particular the increase in financial assistance of more than 7 %, along with the proposal for enhanced differentiation of assistance according to the specific needs of each beneficiary country and for incentives for good performance.
