"Mr President, Commissioner, at this point in time when we are preparing for yet another conference on climate change, there are two issues that we should be discussing in more detail. The first is the carbon market. The European Union, in its rush to create yet another refuge for financial speculators and to commit to creating yet another mechanism for generating billions from fictitious financial assets, has opted for a market approach instead of a regulatory approach, which could and should have been used. This begs the question: when will the manifest perversity of market instruments be recognised? It is not by rushing to remove a few more licences from the market that the basic problem will be solved. The second issue is the liberalisation and deregulation of trade. The same European Union, which appears to be deeply concerned about climate change, is pursuing, on a global scale, the liberalisation and deregulation of trade.
