lpv:translated text	"Mr President, it is regrettable that the negotiations between the European Parliament and the Council on the 2013 budget have ended in disagreement. The positions of the two institutions were too different to allow for a compromise. We must find a solution to the 2012 payments to cover the budget deficit, or we risk not implementing European Union policies next year. I, too, support the reimbursement to the Member States of payments already made, for example, for the Erasmus Programme. Moreover, there are other programmes and policies that will be affected as a result of not supplementing the 2012 budget. These include rural development, the European Social Fund, the Cohesion Fund, and the 7th Framework Programme for Research and Development."@en1
