"No human activity can be wholly risk-free, and this applies twofold to human industrial activities. Activities affecting the public and their health and the environment in general therefore require transparent public discussion of the economic benefits and also the potential risks for human health and the environment. Unfortunately, the current discussions concerning the extraction of shale gas and shale oil are beset by considerable manipulation of the information. Since there are insufficient transparent data on fracturing chemicals and the environmental and health risks associated with hydraulic fracturing, there is a need for independent scientific studies of the long-term effect of the actual extraction methods as regards water and air pollution and above all human health. Before appropriate impact and risk analyses have been performed, great caution should be exercised and the relevant EU environmental legislation rigorously applied. However, it is also essential to improve the effective implementation of existing legislation by strengthening the regulatory, monitoring and enforcement capacities, especially at Member State level."@en1
