"In the opinion of the French Socialists, the national and European laws must be extremely strict, for example on extraction by hydraulic fracturing –the only type we are currently aware of – in order prevent any damage to the environment. It is not a question of denying the importance of energy independence and the effect of energy prices on the competitiveness of industry. Our priority must be to guarantee a high level of protection for human health and the environment. I regret that an amendment that I co-signed, calling for a European moratorium on hydraulic fracturing, did not obtain a majority today. Despite this setback, I welcome the action of the Group of the Progressive Alliance of Socialists and Democrats in the European Parliament, which was crucial in ensuring the primacy of two particularly important principles: the precautionary principle and the ‘polluter pays’ principle."@en1
