"Mr President, it is encouraging to read in this report that in 2010 ‘in 88 % of the closures, the case did not reach the Court of Justice because Member States corrected the legal issues raised by the Commission before it would have been necessary to initiate the next stage in the infringement proceedings’. Nevertheless, I believe that monitoring in the Member States should be ongoing as, in many cases, the problems tended to reappear after a case was closed. Moreover, the Commission should consider the possibility of imposing financial sanctions to ensure that legislation is enforced."@en1
