"As the European Union is a legal construction, based on the Treaties and legislative acts, it is vital that these are correctly and uniformly applied in the 27 Member States. However, we know that Member States frequently do not promptly apply or transpose European Union law or that they apply or transpose it inappropriately or incompletely. It is therefore vital that Member States do not underestimate the value of the correct and timely application of EU law and that the Commission keeps Parliament duly informed about the state of application of EU law. It is also essential that the national courts in the Member States play their vital role in applying EU law, with it being necessary to enhance and coordinate judicial training for national judges and other legal professionals so that they have an appropriate understanding of EU law, which is a vital step towards ensuring its uniform and appropriate application in the various Member States."@en1
