lpv:translated text	"I support this report and am pleased that it places European citizens at the heart of infringement procedures, given that these play a vital role in ensuring compliance with European Union law. I believe it is necessary for the Commission to present a proposal which includes administrative procedures in cases of infringement. In my opinion, we must emphasise, as necessary, the fundamental nature of the law, the principle of legal certainty, transparency and proportionality in order to guarantee timely and correct application of the law. I therefore feel that a guide containing clear guidelines is essential in order to avoid misinterpretation of European Union law."@en1
