"We have serious doubts about this proposal. The deepening crisis in Europe requires policies of investment, support and reinforcement of national production in each country, investment in small and medium-sized enterprises, and job creation, and not continued trade liberalisation which has caused so many difficulties for businesses in the weakest economies, such as Portugal. As a result of the agreement on poultry concluded in 2007 under Article XXVIII of the General Agreement on Tariffs and Trade (GATT) 1994, the EU has witnessed a dramatic surge in processed poultry imports, which has negatively affected the European poultry sector. The harmful consequences of the liberalisation and deregulation of international trade are now recognised, as always after the fact and without the appropriate conclusions being drawn. Yet once again the same approach is being advocated. This report approves the conclusion of an agreement which provides for the opening of tariff quotas for processed poultry meat (and an increase of out-of-quota rates). These represent potential additional difficulties for a sector that has already suffered significantly from the difficulties associated with the costs of adapting production facilities to more specific EU legislation."@en1
