"I would like to express my concern at the lack of decisiveness from some quarters particularly from a number of Member States in relation to the budget targeted for ESF aid to help repair earthquake damage in Italy.
I believe that a declaration of political support showing solidarity with earthquake victims is not enough in the circumstances.
I appeal to the Council and in particular to the Member States that are blocking approval of the required budget to allow the necessary funds to become available in the interest of all EU citizens.
I also appeal to Member States and the Council to move away from the rhetoric of austerity to justify lack of reasonable funding for just causes.
Such an approach to the EU budget is an obstacle to the implementation of EU policies during 2013 that is in contradiction with the declarations made by Member States in the recent past.
I reiterate my support for the position of this Parliament to support the Commission’s proposal to add EUR 8.9 billion to the 2012 budget to allow the Commission to reimburse Member State authorities for funds they advanced to beneficiaries in their countries and to ensure that programmes such as Lifelong Learning including Erasmus, Rural Development, the European Social Fund, the Cohesion Fund and the 7th Framework programme for Research and Development are given the necessary funding to operate as planned."@en1
