"I voted for the report on Draft amending budget No 5/2012 concerning the Solidarity Fund response to earthquakes in Emilia-Romagna and modification of the budget line for the preparatory action for the European Year of Volunteering 2011. Although the current lack of payment appropriations is delaying the implementation of many European programmes, we must not postpone our decisions on matters as urgent as the assistance to victims of natural disasters. I am therefore in favour of rapid mobilisation of the European Solidarity Fund for Emilia-Romagna."@en1
