"The European Union is one of the biggest players in the global economy. For its economic and political power to continue to grow, it needs to be underpinned by a budget which promotes solidarity among the different Member States and generations and creates synergies between different policy areas, while at the same time enhancing competitiveness. I deplore all political attempts to use the budget to weaken or bring an end to the European Union. In order to sustain a united Europe, the next seven-year budget must therefore contain the points listed below. Every budget heading must ensure that the goals and commitments set out within it are fully covered, without taking resources away from other budget headings. Any budget cuts must be spread evenly across the various headings. Cohesion must be geared towards ensuring that freedom of movement is not a necessity driven by despair, but something freely chosen. The budget must enable the cohesion countries to catch up effectively, without trying to delude them. It must not call into question the European social model. It must clearly highlight the priorities. In the view of the Group of the Progressive Alliance of Socialists and Democrats in the European Parliament, the key issues here are a uniform and flexible budget, the European Stability Mechanism, and political agreement on the own resources issue."@en1
