"Firstly, I regret that the President of the European Council did not attend the debate. The crisis has caught up with the debate on the European budget. We argue: that is normal. However, we need an agreement; otherwise, we will be the laughing stock of the international community. Yes, we must support the European Commission’s excellent proposals. At the same, however, we cannot ignore the financial difficulties that many Member States are experiencing. In this context, I have a suggestion to make: we should maintain the overall multiannual ceiling proposed by the Commission and establish two separate periods. The first would last three years and we would agree to freeze appropriations to give the Member States time to put their finances in order and ratify the Treaty on Stability. During the second period, from 2017 to 2020, we would increase the budget slightly to reach the amount proposed by the Commission, and this would be financed, in particular, by the own resources established in the meantime. In 2014 we will have a new European Parliament, a new Commission and a new President of the European Council. In 2015 the United Kingdom might leave the Union. We could have a political debate on all of these matters when we come to the 2014 European elections."@en1
