"Mr President, I wish to stress that the European Parliament and the European Commission are united in protecting the interests of the European citizens, by providing a budget focused on development and investment, and I welcome the contribution of the President of the European Commission, Mr Barroso. As rapporteur for the report on the Cohesion Fund, I must say that the logic behind some of the statements and the proposal of President Van Rompuy is simply shocking. On the one hand, he states that the cohesion policy aims to reduce disparities, but in his proposals, we note the following, which contradict this: a substantial reduction in the cohesion budget, a reduction in the cofinancing rates for the least developed regions of the European Union and, more surprisingly, punishment of the regions with a weaker absorption rate, and, alongside all these, the macroeconomic conditionalities constantly opposed by the European Parliament. Mr Van Rompuy and the Council must understand that we cannot forgo the word ‘solidarity’ in Europe and that the European Union cannot exist with a rich, selfish centre and a poor periphery. I would like to remind President Van Rompuy about the role of the cohesion policy and, more importantly, the role of the European Parliament as co-legislator. If the Council returns the same unacceptable proposal, the European Parliament will most certainly reject this deeply anti-European budget."@en1
