"Mr President, the fact that the negotiations are starting to get very difficult is nothing new. The negotiations in the past were all extremely difficult too, but we always managed to find a compromise. Parliament has always adopted very reasonable positions. The problem, I think, is always with the Council. In the previous period and in the period we are in now, we have always made very clear agreements with the Council on better implementation of the budget. We have made agreements on accounting for the expenditure. The Court of Auditors is really taking things too far by issuing negative statements of assurance all the time. Most of these agreements have not been implemented.
We also made clear agreements about flexibility in the budget in the last period, something that Parliament finds necessary again this time. The Council has not complied with most of the agreements on flexibility. One of the things we need is to strengthen this in the new budget. It is so ridiculous that money is paid back to the Member States every year, and the Member States then complain that the bills that come in are far too high."@en1
