"Mr President, in Europe and in Poland there are regions in which people have been deprived of jobs, while their quondam employers are importing cheap steel from India. This is a classic example of carbon leakage, or an escape of emissions. If the European Commission keeps changing the system of emissions trading, the situation will only get worse – and that is a cause of considerable concern to us. The backloading that is proposed by the Commission is a serious problem for the steel industry today. In the opinion of some, not only shall we feel the impact of the decision on prices, but everyone knows that backloading is the first step towards structural interventions, set-aside and various other solutions of that nature.
It is true that we have accepted the guidelines on aid to states, which allow indirect costs to be compensated, but everything points to Member States, at a time of crisis, simply not having the budget or the cash for such compensation. On Thursday we shall be voting on the draft decision on COP 18. The document expresses concern about the increasing level imported emissions. Before any actions at all are taken, we must be sure that what we are deciding on will genuinely help, and that we are not exporting jobs in order to import pollution."@en1
