"Mr President, 5.3 % of the active population works in the automotive sector. The figures speak for themselves. The decline in sales in the European market combined with business strategy is generally leading to the externalisation and restructuring of businesses. There is an overcapacity crisis currently affecting 10 assembly plants and potentially 100 000 workers. Unfortunately few cases of restructuring have a long-term vision; generally the short-term vision takes precedence, with the main element being increasing competitiveness based on labour adjustments. I must tell you that on the same day that Ford announced the closure of its plant in Genk, it informed its business in Valencia that its production was to be transferred to Germany, in the same statement. We therefore believe that this is a general problem in Europe; we believe that it is essential that we create a legal framework at European level that anticipates changes and highlights the importance of social dialogue. Social dialogue is vital."@en1
