". This Parliamentary report presents a balanced and calm approach to a highly controversial subject, and I am pleased about this. I am of the opinion that the choice of energy mix and shale gas extraction permits are of national competence. This conforms to the principle of technological neutrality I defend under the Energy Roadmap 2050. This is why I do not agree with the idea of a European moratorium on shale gas exploration and extraction. Nevertheless, the European Union should draw up, on a European scale, rules that guarantee protection of the environment and high safety levels. At present, hydraulic fracturing poses serious problems that cannot be ignored. Moreover, while there is talk of abundant shale hydrocarbon resources in Europe, no one can say with certainty that the potential is sufficiently promising to envisage industrial exploitation. Therefore, to make enlightened choices, let us continue evaluating the presumed reserves and researching exploration techniques. Let us not close the door on this energy source, in view of the developments on the world energy market and the stakes with regard to competitiveness for Europe."@en1
