"Madam President, to start with, you spoke of a moratorium. I do not know whether the individuals who keep speaking here about a moratorium on shale gas are aware that it says in the Treaty on the Functioning of the European Union that each country may choose its own energy basket. It is not possible to introduce bans and moratoriums. We are not asking for a moratorium on nuclear power stations, demanding that France shut them down, and it is equally not possible to demand any other ban on other energy sources. All we can do is think about how to regulate such matters to the benefit of all, bearing in mind the economic issues. Something else that I would like to say is: do you know that fracking and the substances that are forced underground are currently controlled under the European REACH programme? This is not just some kind of free-for-all. There is also a third point. I want to refer to this matter of the exhibition. One of the participants was a coalition for citizens, as there are whole communities in Poland who want to extract shale gas on their land. They simply want this."@en1
