". − Madam President, as the rapporteur for the opinion of the Committee on Legal Affairs I would like to point out once again what the results of its deliberations were: firstly, I refer to the fact that the existing Environmental Impact Assessment Directives, Mining Waste Directive, Seveso II Directive, Habitats Directive, and so on, do of course apply. However, as the two Commissioners have already noted, there are still problems here with regard to implementation and/or the incorporation of the relevant factors into the annexes and/or into the implementation of the corresponding measures. The Committee on Legal Affairs also made reference to this and asked – the Commissioners have said they want to do so – for legal changes to be made as quickly as possible. In conclusion, if you would allow me to make a comment as an MEP rather than as the rapporteur for the opinion, a memorandum would be extremely useful, as we would then have time and the opportunity to align the European Union’s laws with this new technology and to take everything into account sufficiently, to ensure that in the future no damage is caused either within or outside Europe."@en1
