The digital world provides numerous opportunities related to education and learning. From a very young age children are able to very skilfully navigate the technology and their access to it is almost unlimited. In many cases it is curiosity that compels them to explore the unknown, without realising the unsuitability of what they might learn. It is therefore necessary to take measures in order to protect our children from illegal online content, abuse of minors, violent advertising, and the risks that they are faced with every day by means of the digital world. The Treaty of Lisbon has entered into force, together with the now legally binding Charter of Fundamental Rights of the European Union, whose Article 24 defines the protection of children as a fundamental right and provides that in all actions relating to children, whether taken by public authorities or private institutions, the child’s best interests must be a primary consideration. In order to protect children there is a need for a coordinated approach to protecting the rights of minors in the digital world by the European institutions and the Member States."@en1
