Its objective is to improve the functioning of the internal market and its surveillance. The rapporteur believes that ‘with the proposal the European Commission aims to simplify the current legal framework and to establish new administrative and technical requirements, for example on environmental and safety aspects and market surveillance’. We welcome the introduction of environmental requirements for L-category vehicles and we support the introduction of more stringent emission limits, as well as the introduction of safety measures linked to the technical characteristics of vehicles such as ‘the mandatory introduction of anti-lock brake systems (ABS) on all new motorcycles’. As regards the rest, the comments made are equally valid for the report on agricultural and forestry tractors."@en1
