"It is vital for us in the European Union to develop our plentiful resources, particularly in straitened times, but we must do so safely, sustainably, and with the minimum of harm to our environment. The area around the Mediterranean is not only one of the most beautiful regions of the world, but the sea represents a financial and cultural centre for millions of people. If we allow it to become polluted, or worse, from the very necessary efforts to boost oil and gas extraction, then we put at risk not only the way of life of myriad cultures, but the development of some of the poorest parts of Europe. This is one area where the EU really can make a difference in the southern neighbourhood: our partners in North Africa share a sea as well as the aspirations that go with it, and we must use the Offshore Protocol to develop a truly coordinated approach to regulation, monitoring and inspection which aims not only to profit the region, but also to protect it."@en1
