". − I consider that the European Union needs to sign up to the Offshore Protocol in order to protect the marine and coastal environment in the Mediterranean Sea and to promote international cooperation with a view to sustainable governance of offshore activities. The scale and severity of the accident on the Deepwater Horizon platform in the Gulf of Mexico in 2010 and other dramatic accidents make it necessary to ensure a high level of safety in oil and gas prospecting and production. An increasing number of offshore exploration and exploitation activities are being pursued in the Mediterranean Sea, and the region is particularly vulnerable owing to its half-closed configuration and significant seismic activity. The aim of the Offshore Protocol is to increase the safety of offshore exploration and exploitation activities and to protect the marine environment in the Mediterranean Sea. It stipulates the requirements that must be met before commencing these activities, the requirements for the removal of abandoned or decommissioned facilities, the use and removal of harmful substances, and measures relating to safety, planning for emergency situations and monitoring."@en1
