In view of the accession of Croatia to the European Union, this report provides for a derogation to the general rules on the recruitment of EU staff. This derogation is necessary because the rules contained in the Staff Regulations of Officials provide that recruitment must be open to all EU citizens, regardless of nationality. The proposed regulation allows a five-year period, until 2018, for certain recruitment competitions to be reserved for Croatian nationals, with the proviso that they will only be able to be recruited from the actual date of accession. Traditionally, when countries have joined the Union, the requirements have been temporarily adjusted in order to allow for ‘positive discrimination’ in favour of acceding countries, allowing them to be appropriately represented. This was done when the twelve new countries joined in 2004 and 2007. That is why I voted in favour of this report."@en1
